- Education: Bachelor's degree from a recognized university (final-year/final-semester students may apply provisionally, but must produce proof of having passed by the time they submit the Mains DAF)

For other services, candidates may also be a subject of Nepal or Bhutan, a Tibetan refugee who came to India before 1 January 1962 intending to permanently settle, or a Person of Indian Origin who migrated from Pakistan, Myanmar, Sri Lanka, East African countries, or Vietnam — subject to a government-issued eligibility certificate
